　　经教育部批准，国家留学基金管理委员会设立的“国家优秀自费留学生奖学金”项目的申报、受理工作从10月8日开始，截止时间为11月10日。有关2009年“国家优秀自费留学生奖学金”项目的介绍、实施细则、申请指南等指导性文件（文件下载），请查询国家留学基金委网页。
　　现将驻芝加哥总领馆教育组实施2009年“国家优秀自费留学生奖学金”项目有关事宜通知如下：
　　一、 2009年“国家优秀自费留学生奖学金”奖励对象为一年级（不含）以上、年龄40岁以下（1969年1月1日后出生）的自费（包括获得校方奖学金者）在读博士生，奖励金额为5000美元/人。
　　二、实施办法：
　　2009年“国家优秀自费留学生奖学金”将采取国外限额推荐，国内差额评审的办法。
　　为体现“公开、公平、公正”原则，奖学金评选工作将严格按照“个人申请、资格审查、专家评议、网上公示、择优推荐、国内终审”的程序进行。
　　驻芝加哥总领馆教育组将接受本馆区留学生的申请，经初审和本地专家评审、教育组网上公示后，将向国家留学基金委推荐15名候选人（2008年为13名）。
　　三、组织实施：
　　驻芝加哥总领馆教育组接受本馆区留学生的申请（请申请者可登陆芝加哥教育组网站查询所属馆区），申报时间为：本通知发布之时至11月10日（以邮寄时间为准）；联系人及邮寄地址为：刘强（Liu Qiang）, 3322 W, Peterson Ave. IL 60659；信封上用中文注明“申请国家优秀自费留学生奖学金”。
　　申请人须提供的材料（一式两份）包括：
1．《国家优秀自费留学生奖学金申请表》（2009年）；
2．护照首页复印件；
3．博士研究生在读院校注册证明；
4．最高学历、学位证书复印件；
5．导师推荐信；
6．研究课题报告或课题介绍（中文，不少于2000字）；
7．曾发表的主要学术论文、著作、作品的封面、目录、首页等证明材料及1000字以内的中文摘要；
8．国际学术会议邀请函或相关证明。
　　上述资料中的1、5、6，以及7项中中文摘要的内容，请用电子版形式压缩后，直接发送到教育组刘强邮箱：johnliu60@hotmail.com。电子版资料是供专家评审用的材料之一。
